DSRV Partners With Ethiopia to Link Digital ID and Blockchain Services

dsrv partners with Ethiopia

South Korean blockchain infrastructure company DSRV is partnering with Ethiopia’s state-owned Paidabus to expand the use of the country’s national digital identification system across financial and public services. The collaboration will explore blockchain-based solutions for digital wallets, identity verification, electronic vouchers, and other government services as Ethiopia advances its digital public infrastructure.

According to DSRV, the two organizations signed a business agreement at Paidabus headquarters in Addis Ababa on October 26. The partnership is expected to establish a framework for integrating national digital identification with practical financial and public service applications.

The initiative aims to connect Ethiopia’s national digital ID infrastructure with blockchain-based financial and government services, potentially improving access to digital payments, identity verification, and public assistance programs.

Paidabus to Expand Ethiopia’s Digital Public Infrastructure

Paidabus was established as a state-owned company this year, building on Ethiopia’s Paida national digital identification program. The organization operates under Ethiopian Investment Holdings (EIH), the country’s sovereign wealth fund and strategic investment institution.

Its responsibilities include developing digital public infrastructure and supporting services such as remote customer identification, digital wallets and electronic government platforms.

Under the agreement, DSRV and Paidabus will establish a joint working group to identify specific areas of cooperation and develop implementation plans. The initial focus will be on improving the functionality of Paida Pass, a digital wallet designed to support the country’s national identification ecosystem.

The companies plan to examine ways to strengthen the verification and use of digital certificates through the wallet. This could allow individuals and institutions to authenticate identity documents and other credentials more efficiently.

The partnership will also examine Fida Chain, a blockchain infrastructure designed to connect certificates and qualification records issued by different institutions. The proposed system could improve the verification and exchange of credential information across organizations.

Blockchain Wallets and Electronic Vouchers Under Review

Another area of cooperation involves Web3 financial wallets that use digital identity authentication. DSRV and Paidabus intend to examine the technical standards and infrastructure required to connect verified identities with blockchain-based financial applications.

The companies will also explore electronic voucher systems that use national digital identification to distribute public assistance. Such applications could help governments improve the identification of eligible beneficiaries, issue digital vouchers, and monitor how public support funds are used.

However, the integration of financial services will proceed gradually, taking into account Ethiopia’s regulatory framework and the development of its domestic financial infrastructure.

The phased approach is intended to ensure that new services remain compatible with local systems while addressing regulatory requirements.

DSRV Brings Previous Blockchain Voucher Experience

DSRV plans to apply experience gained from an earlier blockchain-based electronic voucher project involving the World Bank and farmers in Madagascar.

During that initiative, the company tested a system covering the entire voucher lifecycle, including beneficiary identification, voucher issuance, payment processing, and merchant settlement.

The experience could provide a foundation for developing similar applications in Ethiopia, particularly in areas involving government assistance and digital payment distribution.

By combining digital identity verification with blockchain-based voucher infrastructure, the partnership could help improve transparency, traceability and operational efficiency in public assistance programs.

Ethiopia Partnership Reflects Growing African Digital ID Demand

Paidabus Deputy Director and Chief Operating Officer Rachel Abraham said the partnership would help extend the practical applications of Ethiopia’s national digital identification system beyond identity verification. She emphasized the importance of connecting Paida with financial and public services that citizens regularly use.

DSRV’s Global Business Division head, Chung Ho-sung, said demand for integrating national digital identification systems with financial and public services was increasing across African countries. He indicated that the company intended to combine its blockchain expertise with existing national infrastructure to expand access to digital services.

DSRV is also discussing the introduction of digital public infrastructure solutions with the governments of Ivory Coast and Senegal.

The Ethiopia agreement forms part of DSRV‘s broader African expansion strategy, with the company seeking to apply blockchain technology to national digital identity systems and essential public services.
