South Korea Uses Blockchain to Fight Jindo Pedigree Fraud

RaonSecure, an artificial intelligence security and digital identity authentication company, is set to develop a blockchain-based pedigree management system for the Jindo dog, a native South Korean breed recognized as a national natural monument.

The project is being implemented in partnership with Jindo County, the breed’s home region on South Korea’s southwestern coast. It was selected under the government’s smart village distribution program for the current year, with the digital service expected to begin operating in October.

The planned platform will consolidate information that is currently maintained through paper pedigree certificates and separate databases. Each dog will receive an integrated digital record containing verified DNA test results, birth information, registration details, sales records, and export history.

The blockchain-based system is designed to create a single, secure digital record for each Jindo dog, improving pedigree verification and enabling more reliable tracking throughout the animal’s life cycle.

The existing paper-based process has presented challenges for pedigree verification, particularly after dogs leave official distribution channels. The fragmented nature of current records has also made it difficult to trace ownership and breeding histories in real time, potentially reducing confidence among buyers and other participants in the Jindo dog market.

Under the new framework, an authorized institution will conduct DNA testing for individual dogs. Verified pedigree information will then be issued as a digital certificate through OmniOne Digital ID, RaonSecure’s blockchain-based identity authentication platform.

The system is expected to connect each dog’s information from birth and registration through adoption, ownership transfers, export activity, and later-life records. By maintaining these details in a unified digital file, the platform could provide a more complete and accessible history for breeders, owners, buyers, and relevant authorities.

Blockchain Technology Aims to Reduce Pedigree Fraud

Blockchain technology is expected to play a central role in protecting the integrity of the records. Because blockchain-based data is designed to be highly resistant to unauthorized modification, the system could make it more difficult to alter pedigree information after it has been verified and recorded.

The platform is expected to help prevent pedigree fraud and reduce the risk of mixed-breed dogs being improperly marketed or sold as purebred Jindo dogs.

The digital certification process could also improve transparency in transactions involving the protected breed. Buyers may be able to review verified information regarding a dog’s identity, genetic testing, registration, and ownership history rather than relying solely on paper documentation.

The initiative represents a broader application of blockchain-based identity technology beyond human identification. RaonSecure indicated that digital authentication systems could be used to connect verified identities, qualifications, and historical records across a wide range of subjects, creating more reliable and traceable digital information.

The company’s underlying technology has previously been deployed in South Korea’s national mobile identification system, which serves approximately 45 million people. Its digital identity infrastructure has also been used in projects in Indonesia and Costa Rica.


Potential Expansion to Other Protected Breeds

RaonSecure and Jindo County expect the project to strengthen the management of Jindo dog pedigrees while supporting the breed’s reputation and increasing confidence among domestic and international buyers.

The partners also plan to explore expanding the technology to other protected dog breeds as part of a broader national framework for animal protection and verified digital record management.

The system could provide a model for applying blockchain technology to animal identification, breeding oversight, ownership records, and cross-border trade. A standardized digital history may also support more efficient record sharing among breeders, veterinary institutions, government agencies, and other authorized organizations.

The project is scheduled to launch in October, although additional technical and operational details have not yet been disclosed. Its progress will likely be monitored as an example of how blockchain-based authentication can be adapted for protected animal breeds.

By replacing fragmented paper records with verified digital certificates, the initiative could improve transparency, reduce fraud risks, and strengthen confidence in the pedigree market. The project also demonstrates the potential for blockchain-based identity systems to support trusted record management beyond traditional applications involving individuals and financial transactions.
