Thailand Approves Bitcoin and Ethereum ETFs for October 16 Launch

Thailand

Thailand’s Securities and Exchange Commission (SEC) has approved locally established exchange-traded funds (ETFs) tracking Bitcoin and Ethereum for trading on the Stock Exchange of Thailand (SET), marking a shift in the country’s approach to regulated cryptocurrency investment products.

The new framework is scheduled to take effect on October 16, 2026, allowing eligible funds linked to the two leading cryptocurrencies to trade on the country’s main stock exchange. The initial rollout is limited to Bitcoin and Ethereum, with only locally established ETFs permitted under the framework.

The approval gives Thai investors a regulated route to gain exposure to Bitcoin and Ethereum through exchange-traded securities without having to purchase and hold the underlying cryptocurrencies directly.

ETFs Must Track Spot Cryptocurrency Prices

Under the SEC’s framework, eligible cryptocurrency ETFs must follow passive investment strategies designed to track the spot price of either Bitcoin or Ethereum. The funds cannot pursue active investment strategies, meaning their performance is intended to reflect movements in the price of the underlying digital asset.

The structure brings cryptocurrency exposure into a conventional securities market, allowing investors to access the products through the SET rather than managing cryptocurrency wallets and private keys themselves.

Investors may therefore find the format more familiar than directly purchasing digital assets through cryptocurrency trading platforms. However, ETF investments still carry market risks, and the value of the funds can fluctuate significantly as Bitcoin and Ethereum prices change.

The passive structure also means the funds are not designed to outperform their underlying assets through active trading decisions. Their performance will depend primarily on the relevant cryptocurrency’s market price, subject to fund expenses and any tracking differences.

Thailand Shifts Its Cryptocurrency Investment Policy

The decision represents a change in Thailand’s regulatory position after earlier concerns among regulators and political figures about the potential risks of cryptocurrency ETFs. Authorities had previously expressed reservations about whether such products could expose investors to excessive losses.

The SEC has now cited investor demand as a factor behind its decision to allow spot Bitcoin and Ethereum ETFs. The move indicates that the regulator is prepared to accommodate demand for cryptocurrency-linked investment products within a supervised domestic securities framework.

However, the approval does not establish unrestricted access to cryptocurrency investment products. The regulator has limited the initial offering to two digital assets and requires eligible funds to be established locally.

By limiting the initial rollout to locally established, passive ETFs tracking Bitcoin or Ethereum, Thailand is introducing cryptocurrency investment products under a controlled domestic regulatory framework.

Overseas Crypto ETFs Remain Restricted

The framework also restricts securities companies from facilitating investments in cryptocurrency ETFs listed overseas. This condition distinguishes the new domestic offering from foreign-listed products and limits the channels through which Thai investors can access regulated spot cryptocurrency exposure through securities firms.

The restriction means the SEC’s approval should not be interpreted as a general authorization for Thai investors to purchase every overseas Bitcoin or Ethereum ETF through local securities companies.

Instead, the policy directs the permitted activity toward locally established products traded on the SET and subject to Thailand’s domestic oversight. The approach allows authorities to maintain supervision over the funds available through the approved market structure.

The extent of investor access will also depend on the products launched by local fund providers, their listing arrangements and the applicable investor eligibility requirements.

Implications for Thailand’s Capital Markets

The introduction of Bitcoin and Ethereum ETFs creates another link between traditional financial markets and digital assets. Exchange-traded products can provide investors with cryptocurrency price exposure through established securities infrastructure, potentially reducing some of the operational challenges associated with directly holding digital currencies.

For Thailand, the framework offers a way to respond to investor demand while keeping the initial range of products narrow and subject to domestic supervision.

Nevertheless, ETF access does not eliminate the volatility associated with cryptocurrency markets. Investors remain exposed to sharp price movements, and the performance of individual funds may also be affected by management expenses and tracking differences.

The October 16 rollout will mark an important step in Thailand’s regulated cryptocurrency investment market. Its longer-term impact will depend on investor participation, the availability of locally listed products, and the regulator’s assessment of how the new framework operates.
