The Green Economy Partnership (GEP) has joined forces with technology company TRST01 to introduce an advanced platform that leverages artificial intelligence and blockchain technology to accelerate the implementation of the Paris Agreement. The initiative, known as the Paris Agreement Implementation Platform (PAIP), is designed to establish a standardized, transparent, and technology-driven mechanism for monitoring and recording national carbon emissions with accuracy and integrity.

This collaboration addresses a major limitation of the 2015 Paris Agreement—its absence of a unified system for maintaining reliable emission data across national registries. The traditional, fragmented reporting methods have often slowed progress toward environmental goals and undermined the credibility of carbon credit markets. PAIP aims to bridge these gaps by integrating National Emission Registers and Carbon Registries into a single AI-powered framework, enhancing both compliance and transparency.

A Shift Toward Digital Climate Governance

The PAIP represents a transformative approach to global climate governance. By combining artificial intelligence with blockchain technology, it transitions climate reporting from manual and inconsistent documentation to an automated, tamper-proof digital infrastructure. The platform not only supports existing reporting obligations but also establishes new benchmarks for efficiency and accountability in international climate action.

The AI systems embedded within the platform have dual functions. Generative AI automates the preparation of mandatory documents such as Biennial Transparency Reports (BTRs) and Long-Term Strategies (LTS), ensuring precision while significantly reducing administrative burdens for governments. Predictive AI, on the other hand, assists policymakers by modeling decarbonization pathways and analyzing emission patterns. Through this feature, authorities can calculate critical data, including Grid Emission Factors, Residual Mix, and Global Warming Potential (GWP), allowing for more strategic and evidence-based climate policies.

Blockchain for Data Integrity and Carbon Market Trust

At the foundation of PAIP lies blockchain technology, ensuring that every emission record and carbon transaction is permanently stored in a distributed ledger. This immutable system prevents data manipulation and safeguards against the persistent issues of fraud and double counting that have long undermined global carbon markets. By creating a fully auditable and transparent database, the platform provides an unprecedented level of credibility in carbon accounting.

Research published in Sustainability in 2020 emphasized that blockchain-based systems could enhance transparency, automate key processes, and reduce information asymmetry in environmental governance. The World Bank’s Climate Warehouse initiative also supports similar goals, advocating for digital solutions that give nations control over their environmental data while maintaining interoperability across global systems.

Strengthening Data Sovereignty and Global Collaboration

The PAIP, developed by GEP and TRST01, aligns closely with existing international frameworks such as the Climate Action Data Trust (CAD Trust), which promotes decentralized tracking of carbon market activities. These initiatives emphasize the importance of data sovereignty—ensuring that nations retain ownership of their environmental information while still participating in global transparency networks. By aligning with these principles, PAIP supports compliance with national regulations and prevents cross-border inconsistencies or duplication in carbon accounting.

Through its blend of AI-driven analytics and blockchain verification, the Paris Agreement Implementation Platform sets a new standard for digital climate accountability. It aims to provide nations with the tools and confidence needed to accurately measure progress toward emission targets, enabling the Paris Agreement’s vision of global climate cooperation to move closer to practical realization.
