UK FCA Opens Crypto Authorization Applications Under New Regime

The UK Financial Conduct Authority has opened applications for cryptoasset firms seeking authorization under a new regulatory regime that will bring the sector under broader formal supervision.

The framework establishes requirements covering consumer protection, customer asset safeguarding, market integrity and financial resilience. The move represents a significant change for crypto businesses operating in the UK, as firms seeking to continue providing regulated services will need to demonstrate that they meet the regulator’s standards.

The FCA has opened its application gateway for cryptoasset firms, marking the start of a formal authorization process focused on consumer protection, asset safeguarding, market integrity and financial resilience.

According to the regulator, the new framework is intended to provide crypto investors with protections that were not previously available under the existing regulatory structure. It also aims to provide businesses with greater regulatory clarity and establish a formal framework for companies seeking to operate in the UK crypto market.

The FCA has presented the regime as part of efforts to create a jurisdiction where investors and businesses can have greater confidence in the regulatory standards governing cryptoasset activity.

Firms face February 2027 application deadline

Cryptoasset businesses that intend to continue operating in the UK are expected to submit their applications by Feb. 28, 2027. The new regulatory regime is scheduled to take effect on Oct. 25, 2027.

The timetable gives firms several months between the application deadline and the formal start of the regime to prepare for the transition. Existing firms that submit applications within the permitted period but have not received a decision by October 2027 will be covered by transitional arrangements.

Under those arrangements, eligible firms can continue providing cryptoasset services while their applications remain under review. They can also take on new business during the assessment period.

The opening of the application gateway follows the FCA’s publication of its final crypto rules and guidance in June 2026. The latest step moves the framework from rule development toward the authorization of individual businesses.

Authorization will depend on meeting FCA standards

The regulator has emphasized that submitting an application does not guarantee authorization. Firms will have to demonstrate that their businesses meet the required standards, and companies that fail to satisfy those requirements will not receive approval.

Firms that fail to obtain authorization will not be permitted to continue offering regulated cryptoasset services in the UK, making compliance preparation a central requirement for businesses seeking to remain in the market.

The FCA has indicated that the approach reflects the broader objective of developing a crypto sector based on integrity and trust alongside growth. This means companies will need to demonstrate operational and financial standards rather than relying solely on their existing market presence.

The authorization process could therefore require firms to review their internal controls, customer protection arrangements, asset custody procedures, market conduct systems and financial resilience before submitting applications.

Pre-application support available

To help businesses prepare, the FCA has established a pre-application support service. Firms can request meetings with the regulator before submitting formal applications, giving applicants an opportunity to discuss aspects of their proposed submissions in advance.

The service is intended to help businesses understand the regulatory expectations and identify potential issues before entering the formal assessment process.

For firms already operating in the UK, the transition period provides time to adapt their structures and controls to the new requirements. New applicants, meanwhile, will need to build their operations around the authorization framework from the outset.
