Vietnam has formally introduced NDAChain, a state-supported blockchain initiative aimed at reinforcing the country’s digital sovereignty and accelerating its transition toward a secure digital economy. Developed by the National Data Association (NDA) and managed by the Data Innovation and Exploitation Center under the Ministry of Public Security, this new infrastructure is positioned to become a central verification layer for critical sectors such as governance, finance, healthcare, logistics, and education.
A Hybrid Model for Public Trust and Security
NDAChain combines centralized data centers with blockchain architecture in a hybrid model intended to minimize system load, ensure data security, and uphold sovereignty over national information. This system processes between 1,200 and 3,600 transactions per second and utilizes a Proof-of-Authority (PoA) consensus protocol augmented by Zero-Knowledge Proofs (ZKPs). This combination is expected to safeguard data integrity, facilitate real-time access, and enhance interoperability across multiple domains, all while maintaining robust privacy protections.
Authorities have projected that the NDAChain initiative will reach full operational maturity by 2026, aligning with Vietnam’s broader national strategy for modernizing public services and enhancing cybersecurity frameworks. The NDA’s Head of Technology indicated that the platform is structured to act as a protective digital barrier, streamlining operations and securing the nation’s most sensitive data before it integrates into the National Data Center.
Validator Network Anchored by Public-Private Partnerships
The NDAChain system is supported by a network of 49 validator nodes, which are distributed across public institutions and major private sector entities such as Masan, VNG, SunGroup, VNVC, and MISA. These nodes are tasked with maintaining compliance with international standards, including the W3C’s Decentralized Identifiers (DID) and the European Union’s General Data Protection Regulation (GDPR). This combination of private innovation and public regulation underlines Vietnam’s effort to strike a balance between growth and oversight.
Analysts observing the development have pointed out that NDAChain is a calculated response to prevailing issues of data fragmentation and a lack of trust in digital ecosystems.
