The Kingdom of Bhutan has taken a decisive step toward digital transformation by integrating its National Digital Identity (NDI) platform with the Ethereum blockchain, a move that aims to enhance transparency, data integrity, and citizen empowerment. Building a Decentralized Digital Ecosystem
The integration of the NDI with Ethereum’s globally distributed network is intended to strengthen the nation’s data resilience and privacy standards. Bhutan’s government reportedly plans to complete the full migration of its digital identity infrastructure to Ethereum by early 2026. Once fully deployed, the system will support the issuance of verifiable credentials and digital signatures directly on the blockchain, aligning with Bhutan’s self-sovereign identity (SSI) framework.
Through this model, citizens will be able to verify aspects of their identity without disclosing personal data to intermediaries or centralized databases. The design ensures that control over identity verification and data sharing lies firmly in the hands of individuals, reflecting the country’s commitment to privacy-first governance and transparent digital operations.
Pioneering Self-Sovereign Identity
Bhutan introduced its National Digital Identity system in 2023 under the patronage of His Royal Highness The Gyalsey, who was recognized as the nation’s first digital citizen. This marked the first large-scale rollout of a self-sovereign identity system by any country, setting a precedent that has since drawn interest from governments worldwide exploring similar frameworks for digital citizenship.
Prime Minister Lyonchen Tshering Tobgay described the integration as a defining milestone in Bhutan’s pursuit of digital sovereignty. He reportedly stated that by leveraging Ethereum’s global infrastructure, Bhutan is reinforcing the security, transparency, and resilience of its national digital systems. He added that the initiative aligns with His Majesty the King’s vision of a secure, inclusive, and digitally empowered society, ensuring that the nation’s identity systems remain interoperable and user-controlled while maintaining compatibility with global digital ecosystems.
Alignment with Ethereum’s Global Vision
Ethereum Foundation President Aya Miyaguchi viewed Bhutan’s decision as consistent with Ethereum’s mission to foster open, inclusive systems that prioritize trust and user empowerment. She indicated that Bhutan’s model demonstrates how decentralised technologies can support governments in creating transparent, citizen-centric frameworks for data management and identity verification.
Ethereum co-founder Vitalik Buterin expressed that decentralized digital identity initiatives such as Bhutan’s embody the core purpose of Ethereum’s open-source architecture—giving people secure control over their personal data and digital interactions. He observed that Bhutan’s adoption of Ethereum underscores the platform’s potential to drive positive, real-world impact through open and transparent technology.
Expanding Blockchain Applications
Beyond digital identity, Bhutan is exploring additional blockchain-based solutions to expand its digital governance capabilities. The government is reportedly assessing the feasibility of digital document signing and blockchain-based voting systems, signaling an intent to use distributed ledger technology to strengthen public trust, efficiency, and accountability across its administrative functions.
