Dubai Customs has entered a strategic Memorandum of Understanding with Binance during Binance Blockchain Week 2025, an event in Dubai that gathered global technology and digital economy leaders. The agreement is being positioned as a reflection of Dubai’s long-term vision to broaden its use of advanced government technologies, expand public-private collaborations, and reinforce its standing as a major global trade center and a focal point for emerging technology ventures.
The MoU was formalized by Dr. Abdulla Busenad, Director General of Dubai Customs, and Stephanie Emile, General Manager of Binance FZE, in the presence of senior representatives from both organizations. This new partnership builds on Dubai Customs’ broader digital transformation strategy, which has already incorporated multiple smart systems that have automated various customs processes.
Integrating Digital Assets Into Trade and Logistics
The agreement marks a significant step in enhancing digital payment capabilities across the UAE by introducing crypto-assets into commercial and logistics activities. Binance, recognized as one of the world’s leading digital asset platforms and a provider of future-oriented payment solutions, will contribute its expertise through offerings such as Binance Pay. This service enables rapid, secure, and borderless digital payments aimed at improving the flow of trade and shortening investment cycles.
A central objective of the MoU is to support the development of the UAE’s domestic payment ecosystem. The initiative seeks to integrate digital assets into commercial transactions, expand digital payment adoption across the logistics sector, and build a financial infrastructure enabled by blockchain technologies. This infrastructure is intended to deliver greater transparency, reduce transaction time and cost, and streamline import–export activity. The partnership is also expected to attract new investors, including small and medium-sized enterprises, by providing modern payment alternatives that help businesses scale and tap into global markets.
Enhancing Dubai’s Competitiveness in the Digital Economy
Sultan Ahmed bin Sulayem, Chairman and CEO of DP World as well as Chairman of the Ports, Customs and Free Zone Corporation, highlighted Dubai’s growing influence in the global digital economy. He noted that the city continues to progress through strategic partnerships that advance government innovation. According to him, Dubai Customs is laying the groundwork for a forward-looking economic model aligned with digital-economy requirements and strengthening the emirate’s global competitiveness in financial technology and smart payment solutions.
He further indicated that the organization supports initiatives that reinforce Dubai’s role as a trade and logistics hub and that investing in advanced digital systems is essential to improving business performance. He viewed the Binance partnership as consistent with the broader objectives of the D33 Economic Agenda and as a move that enables an adaptable and investment-friendly economic environment.
