India’s Andhra Pradesh Launches Blockchain Pilot for Digital Land Records

Hyperledger Fabric platform aims to improve transparency and secure land administration

The state government of Andhra Pradesh (India) has launched the Mee Bhoomi–Blockchain pilot project to modernize land record management through blockchain technology, marking a significant step toward improving transparency, security, and efficiency in land administration. The initiative was officially introduced on July 23, 2026, with the objective of creating a tamper-resistant digital platform that integrates land information maintained by multiple government departments.

Seven districts included in first phase covering more than 137,000 land parcels

The pilot seeks to unify records from the revenue, survey, and registration departments into a single blockchain-based system. By consolidating these databases, the government aims to reduce inconsistencies, strengthen record integrity, and streamline access to authenticated land information for both public agencies and citizens.

The Mee Bhoomi–Blockchain pilot integrates land records from multiple government departments into a tamper-resistant blockchain platform designed to improve transparency, security, and administrative efficiency.

Hyperledger Fabric Powers Secure Land Records

The project has been jointly developed by the National Informatics Centre (NIC), Andhra Pradesh, in collaboration with the Centre of Excellence in Blockchain Technology at NIC Bengaluru. The system is built on Hyperledger Fabric, an enterprise-grade blockchain framework designed for permissioned networks that enable secure, authenticated data sharing among authorized participants.

Blockchain technology functions as a distributed digital ledger in which information is stored across interconnected blocks and secured through cryptographic techniques. Within the context of land administration, the platform assigns a unique digital identity to every land parcel while maintaining a permanent record of ownership and transaction history. Because entries are stored in an immutable ledger with controlled access, the system is intended to enhance trust in land records while reducing opportunities for unauthorized alterations.

According to the project framework, the platform has been designed to automatically suspend transactions whenever inconsistencies or discrepancies are detected in land records. Record modifications can only be completed through authorized online services that form part of the blockchain system’s governance architecture, thereby strengthening safeguards against fraud and accidental errors.

Pilot Covers Seven Districts

The first phase of the initiative is being implemented across seven mandals located in seven districts of Andhra Pradesh. The selected areas include Aspari in Kurnool district, Penumuru in Chittoor district, Repalle in Bapatla district, Gannavaram in Krishna district, Kadiyam in East Godavari district, Gummalakshmipuram in Parvathipuram Manyam district, and Kothavalasa in Vizianagaram district.

During the initial rollout, the project will cover 89 re-survey villages and approximately 137,763 land parcel maps. The phased deployment is expected to allow authorities to evaluate the platform’s performance before considering wider implementation across the state.

The blockchain platform will initially offer eight citizen-focused services. These include auto-mutation, subdivision of land parcels, and correction of land extent records. Auto-mutation enables ownership records to be updated automatically after property registration, reducing manual intervention and helping accelerate the transfer process.

The first phase spans seven districts, covering 89 re-survey villages and more than 137,000 land parcel maps while introducing eight blockchain-enabled citizen services, including auto-mutation and land record corrections.

Broader Government and Financial Applications

Beyond citizen services, the blockchain platform is expected to support multiple government departments by providing secure access to authenticated land information. Agencies responsible for agriculture, fisheries, mining, industries, energy, and the Andhra Pradesh Capital Region Development Authority (CRDA) will be able to use verified land records for planning, administration, and service delivery.

Financial institutions are also expected to benefit from the platform by accessing authenticated land information for record verification and customer services. The availability of verified digital land records could improve due diligence processes for lending and other financial transactions involving land assets.

The blockchain-based platform is also expected to support government agencies and financial institutions by providing secure, verified land records for administrative services, planning, and record validation.

The launch of the Mee Bhoomi–Blockchain pilot reflects Andhra Pradesh’s broader effort to adopt emerging technologies in public administration. If the pilot proves successful, the initiative could serve as a foundation for expanding blockchain-based land governance, improving record accuracy, strengthening data security, and enhancing public confidence in land administration across the state.
