Agora has received preliminary conditional approval from the Office of the Comptroller of the Currency to establish a national trust bank, marking a significant regulatory step for the company as it develops infrastructure around its AUSD stablecoin.
The approval would place Agora’s stablecoin, custody, and transaction infrastructure under direct federal oversight once the company satisfies the remaining requirements for a final charter. The OCC’s records identify the application as Agora National Trust Bank in New York.
The proposed national trust bank is intended to bring Agora’s stablecoin, custody, and transaction infrastructure under one federally supervised entity, creating a regulated framework for its digital-asset operations.
Approval Moves Agora Closer to Federal Charter
Agora filed its application for a national trust bank with the OCC in April 2026, saying the proposed structure would support its long-term development of stablecoin infrastructure for businesses and institutional users.
The latest preliminary conditional approval does not represent the completion of the chartering process. Agora said the proposed trust bank will operate under OCC supervision after final approval is obtained.
The development places Agora among a growing group of digital-asset companies pursuing national bank or trust-bank structures. OCC records show that the regulator has considered several such applications involving digital-asset firms during 2025 and 2026.
A national trust bank structure can provide a federally regulated framework for permissible fiduciary and related activities, subject to the conditions imposed by the OCC and applicable banking requirements.
AUSD and Financial Infrastructure
Agora operates AUSD, a dollar-denominated stablecoin, and has been building infrastructure around issuance, money movement, and related financial services.
The company has described its strategy as providing businesses with a unified set of stablecoin, banking, wallet, and software capabilities instead of requiring them to assemble services from multiple providers. Agora has also developed an API intended to provide access to AUSD data and authenticated on-chain operations.
Agora says the proposed bank will consolidate stablecoin, banking, wallet, software workflow, and operational capabilities under a single regulated structure, with the goal of simplifying how businesses incorporate digital dollars into their financial operations.
The company has argued that controlling more of the underlying infrastructure can reduce dependence on outside providers and give customers a more integrated operating environment.
Regulatory Oversight Becomes Central
The OCC approval comes as U.S. regulators continue to process applications from companies seeking regulated structures for digital-asset activities. The OCC maintains a dedicated licensing process for entities seeking to provide digital-asset products and services through national banks.
Agora’s application was submitted in April, and the company’s public announcement followed the preliminary conditional approval in September. The next stage will involve satisfying the conditions attached to the approval before the bank can receive its final authorization.
The regulatory structure could also affect how Agora manages custody, stablecoin operations and transaction infrastructure. Rather than operating those activities solely through separate corporate arrangements, the proposed bank would place key parts of the platform within a federally supervised institution.

Agora said the proposed bank forms part of its broader effort to build financial infrastructure for global businesses using digital dollars and blockchain-based systems.
The company has positioned AUSD and its supporting infrastructure around payments, money movement, and institutional onchain activity. The bank charter would add a regulated institutional framework to those operations if final approval is granted.
The remaining step is final approval from the OCC, after which Agora National Trust Bank would operate under federal supervision and provide the regulatory foundation for Agora’s stablecoin and financial infrastructure strategy.
The outcome will depend on Agora meeting the conditions attached to the preliminary approval and completing the OCC’s chartering process.
