ECB Launches Pontes for Tokenized Asset Settlement

The European Central Bank has launched Pontes, a new settlement service designed to connect regulated financial market platforms with central bank money for transactions involving tokenized assets. The system allows participating institutions to settle the cash side of tokenized trades without transferring the underlying assets onto an ECB-operated blockchain.

Pontes Connects Market DLT Platforms With Eurosystem Infrastructure

The ECB said the initial Pontes launch took place on September 21. The service connects distributed ledger technology platforms operated by financial market participants with TARGET Services, the Eurosystem infrastructure used for large-value payments and securities settlement.

DLT covers a broader range of technologies than blockchain. Under the new arrangement, a bank, central securities depository or regulated trading venue can continue recording a tokenized bond or other financial asset on its own ledger while using Pontes to route the associated euro payment through Eurosystem infrastructure.

Pontes is designed to provide regulated tokenized markets with access to central bank settlement while allowing the underlying assets to remain on existing market-operated distributed ledgers.

The description of Pontes as a blockchain bridge therefore refers to its role in connecting separate financial infrastructures rather than the creation of another public blockchain. The ECB has not placed participating institutions on a common ledger or required them to move their tokenized assets to an ECB blockchain.

Supporting Delivery Versus Payment

A typical transaction could involve a bank purchasing a tokenized bond recorded on a market-operated ledger while the corresponding funds are held through a separate payment system. Pontes is intended to coordinate the two sides so that the buyer does not transfer funds without receiving the asset and the seller does not release the asset without receiving payment.

The ECB provides two options for the cash component. Participants can use cash tokens on a Eurosystem DLT platform or route payments through T2, the Eurosystem’s real-time gross settlement system for large transfers between central and commercial banks.

When T2 is used, the cash transfer achieves legal finality after the payment is completed within the system.

Hash-Link provides the coordination mechanism for delivery versus payment, commonly known as DvP. The approach allows the asset and cash to remain on separate ledgers while coordinating their transfers as an all-or-nothing exchange.

Central Bank Money at the Core

The use of central bank money distinguishes Pontes from settlement arrangements relying entirely on commercial bank deposits or privately issued stablecoins. Commercial bank money exposes users to the credit risk of the institution holding the funds, while stablecoins depend on the issuer’s reserves, redemption arrangements and legal framework.

Central bank money represents a direct liability of the central bank. Its use for the final cash leg can therefore remove commercial bank credit exposure from that part of the transaction, although operational, legal and market risks remain.

Pontes is intended for wholesale financial markets rather than consumers and is separate from the digital euro initiative being developed for everyday payments.

Service Follows €1.6 Billion in Experiments

The live service follows Eurosystem experiments conducted between May and November 2024. The program tested three central bank solutions across securities and payment-related use cases involving digital bonds, automated wholesale payments and transactions involving multiple currencies.

The trials included the Bundesbank’s Trigger Solution, Banque de France’s DL3S platform and Banca d’Italia’s TIPS Hash-Link system. Features developed and tested during those experiments have contributed to the production service.

The experiments demonstrated that separate ledgers could coordinate transactions in which both sides had to complete successfully. They also highlighted the operational requirements involved, including common transaction identifiers, time limits, failure procedures and clearly assigned responsibilities when one side of a transaction cannot be completed.

Access Initially Limited to Regulated Institutions

Pontes is not available to ordinary cryptocurrency wallets. Initial access is focused on eligible institutions with T2 access and regulated market participants, including central securities depositories, authorized DLT trading and settlement systems, supervised payment systems, central counterparties, credit institutions and investment firms.

As per reports, Deutsche Bank, Santander and Clearstream were among the institutions completing early onboarding. Initial operating hours are scheduled from 8 a.m. to 4 p.m. Central European Time on business days, with the ECB expected to expand availability over time.

The service gives eligible DLT-based markets a central-bank cash settlement option while preserving the ability of institutions to operate across separate tokenized asset platforms.

Pontes Is Part of a Wider Strategy

The ECB‘s broader strategy includes Appia, which explores a more integrated framework for issuing, trading, holding and settling tokenized assets. Pontes takes a more immediate approach by connecting infrastructure that already exists.

The success of the service will depend on more than technical connectivity. Recurring transaction volumes, longer operating hours, fewer manual interventions, and deeper secondary-market activity will help determine whether institutions use Pontes for regular business rather than limited trials.

The launch therefore addresses a specific infrastructure challenge rather than guaranteeing widespread adoption of tokenized securities. Pontes can provide the central-bank cash leg required by regulated tokenized markets, but sustained usage will ultimately depend on market demand, common standards, regulatory alignment, and the volume of assets being traded.
