Flowra and Honeypot Strengthen Solana Compliance Infrastructure

Collaboration Targets Sanctions Screening During Block Building

Flowra, an open order flow auction and validator infrastructure platform for the Solana blockchain, has announced a collaboration with compliance infrastructure provider Honeypot to integrate sanctions and risk screening directly into the block-building process.

The partnership is intended to provide institutional validators with additional compliance controls while preserving their ability to determine how transactions are evaluated and included in blocks.

Flowra develops validator and order flow technologies for the Solana ecosystem. Its infrastructure is designed to improve transaction transparency, distribute value more effectively, and align incentives among validators, users, and block builders. The company also operates delegation programs and develops technologies related to maximal extractable value, or MEV, as part of its broader effort to support a more open, efficient, and scalable blockchain infrastructure.

Honeypot provides compliance intelligence for organizations operating under sanctions rules and geographic restrictions. Its technology identifies network signals associated with location obfuscation, including virtual private networks, proxy services, and Tor exit nodes. The company said such tools could help cryptocurrency exchanges, decentralized finance platforms, and financial institutions strengthen compliance procedures and support regulatory audit requirements.

The collaboration will integrate Honeypot’s compliance intelligence with Flowra’s Programmable Block Policy system, allowing institutional validators to establish rules governing which transactions and transaction bundles may be included during block construction.

Validators Will Retain Control Over Their Policies

The integration is expected to support screening based on sanctions-related criteria, including wallet addresses linked to sanctioned entities. It will also assess network-level indicators associated with VPNs, proxies, and Tor exit nodes.

Flowra and Honeypot indicated that location-obscuring technologies may account for an estimated 31% to 61% of network traffic in relevant environments. The planned framework is expected to examine these indicators as part of a broader risk-screening process.

Under the proposed model, individual validators will be able to establish their own compliance policies. This structure is intended to maintain validator independence while giving network operators more flexibility in determining how transactions are assessed before being added to the blockchain.

Harry Hwang, chief executive officer of Flowra, said public blockchain networks had become increasingly appealing to institutional participants, but validator infrastructure had not developed sufficient compliance controls for many regulated organizations.

He indicated that the collaboration with Honeypot was intended to incorporate compliance checks into the block-building process rather than applying them only after transactions had reached the blockchain. He added that validators would be able to establish and enforce policies before transactions were included on-chain.

Hwang also said the initiative was not intended to reduce the openness of the Solana network. Instead, the project aimed to provide individual validators with greater flexibility to operate according to their own regulatory, operational, and institutional requirements.

Each validator will be able to define its own transaction-screening policy, allowing operators to apply compliance standards without imposing a single network-wide framework.

Initial Focus Includes Sanctions and Wallet Screening

The initial phase of the collaboration will focus on sanctions screening, wallet screening, and auditability for regulated institutions. The companies said further technical information would be released as implementation advances.

The integration could provide institutional validators with a more structured method of evaluating transaction risks before block inclusion. For regulated financial organizations, the ability to document screening procedures and maintain auditable compliance records may help address internal governance and regulatory requirements.

The project may also support broader institutional participation in blockchain infrastructure by giving regulated operators tools that more closely reflect the compliance systems used in traditional financial markets.

At the same time, allowing validators to establish independent policies could create differences in transaction treatment across the network. Transactions that meet the requirements of one validator may not satisfy the standards adopted by another, depending on the compliance rules selected by each operator.

The companies have not yet disclosed detailed implementation timelines or the full technical structure of the screening process. They also indicated that the framework could eventually support additional enterprise compliance providers, potentially expanding the range of risk intelligence available to validators.

The initial system is expected to provide sanctions checks, wallet risk screening, and audit support for regulated institutions, with the architecture designed to accommodate additional compliance providers over time.

The collaboration reflects growing efforts to develop blockchain infrastructure that can address the requirements of regulated institutions while retaining decentralized validator control. By placing compliance intelligence within the block-building process, Flowra and Honeypot are seeking to give Solana validators more direct control over transaction screening as institutional participation in public blockchain networks continues to expand.
