Japan Plans Blockchain System for Instant Securities Settlement

Tokyo Studies Blockchain-Based Settlement for Stocks and JGBs

Japan is preparing to examine a blockchain-based payment and settlement infrastructure that could enable near-instant settlement of stock transactions and Japanese government bonds, marking a potential overhaul of the country’s securities market infrastructure.

The initiative remains at the research and planning stage, with no formally approved construction project yet. The Financial Services Agency, Ministry of Finance, Bank of Japan and financial institutions are expected to establish a research group this summer to examine the proposed system.

A development plan is expected by early 2027 and would outline the system’s architecture, responsibilities among participating institutions and a broader implementation roadmap. If formally approved, the infrastructure could take several years to develop, with operations potentially beginning in the early 2030s.

Japan’s proposed blockchain settlement system aims to bring securities transactions, asset delivery and cash settlement much closer together, potentially allowing stocks and Japanese government bonds to settle almost immediately.

Faster Settlement Could Reduce Financial Risk

Japanese stocks currently generally settle on a T+2 basis, meaning settlement occurs two business days after a transaction. Japanese government bonds typically settle on a T+1 schedule.

The proposed infrastructure would seek to significantly shorten those settlement periods. Sellers could receive funds for reinvestment much sooner, while buyers could obtain confirmation of securities delivery with less delay.

Reducing the time between a trade and its final settlement could also lower exposure to counterparty and delivery risks. Financial institutions may need to maintain less collateral and liquidity to cover positions during the settlement cycle, potentially improving capital efficiency across the market.

Japan has already shortened settlement times in stages. Japanese government bond settlement moved to one day in 2018, while stock settlement was reduced to two days in 2019. The proposed system would represent a further step by seeking to bring the settlement process close to real time.

$7 Trillion Bond Market Adds to Potential Impact

The initiative could have a significant effect given the size of Japan’s government securities market. Ministry of Finance data puts outstanding Japanese government bonds and bills at roughly 1,166 trillion yen, equivalent to about $7 trillion at prevailing exchange rates.

A blockchain-based settlement system covering a market of that scale could create demand for infrastructure supporting digital ledgers, identity verification, custody, compliance, cybersecurity and integration with existing financial systems.

Near-instant settlement could reduce the amount of capital and liquidity that banks, brokers and clearing institutions must keep tied up during traditional T+1 and T+2 settlement cycles.

The proposed network could initially serve securities firms, custodians, clearing organizations, banks and major institutional investors. Back-office processes involving reconciliation, margin management and credit exposure could also face changes if transactions become continuously settled.

Blockchain Architecture Remains Undecided

Several important technical questions remain unresolved. The proposal has not established whether the system would use a public blockchain, permissioned network or hybrid architecture. It also has not confirmed whether Bank of Japan deposits would be represented as digital tokens on the proposed infrastructure.

Details regarding continuous operation, central bank deposits on-chain and the financial institutions that would participate have not been confirmed through official announcements connected with the reported initiative.

Interoperability is also likely to become an important consideration. Infrastructure providers capable of supporting atomic settlement, real-time risk management and connectivity between financial institutions could benefit if the project advances.

Japan’s Broader Digital Finance Push

The planned research comes as Japanese financial institutions continue experimenting with blockchain applications. Major banks have been involved in blockchain-based collateral initiatives involving Japanese government bonds, while other financial companies are exploring tokenized assets and yen-denominated digital payment instruments.

The proposed settlement system could eventually have applications beyond domestic securities markets. International remittances have been identified as a potential future use case, although participating countries, settlement currencies and access requirements have not yet been established.

As per reports, Japan is pursuing the initiative while financial markets face higher interest rates, elevated bond yields and greater pressure on liquidity management. Faster settlement would not directly address inflation, debt or monetary policy challenges, but it could reduce the opportunity cost associated with funds remaining locked during settlement periods.

The project still requires formal approval and remains years from potential deployment. However, the planned research group and early-2027 development roadmap could provide clearer indications of Japan’s commitment to using blockchain technology as part of its next-generation securities infrastructure.

If implemented, the system could establish blockchain-based settlement as a core component of Japan’s financial market infrastructure and potentially set a new benchmark for the speed and efficiency of securities transactions.
