Luxembourg Plans €1 Billion Blockchain-Based Government Bond

Luxembourg plans to issue a sovereign benchmark bond directly on distributed-ledger technology (DLT), targeting a minimum value of €1 billion as governments and financial institutions increasingly explore blockchain-based debt issuance.

Finance Minister Gilles Roth announced the initiative while presenting the European Union member state’s draft 2027 budget. According to a Finance Ministry statement published on October 7, the proposed transaction would represent a European first in sovereign bond issuance using this approach.

The planned bond would be issued natively on a digital asset platform, meaning the securities would be created and recorded directly on distributed-ledger infrastructure rather than issued through conventional systems and subsequently converted into digital tokens.

Luxembourg Targets Institutional Investors

The proposed bond will be denominated in euros, carry an expected maturity of 10 years and be listed on the Luxembourg Stock Exchange. The issuance date will depend on investor feedback and prevailing market conditions, the Finance Ministry said.

The government intends to structure the transaction around established financial market infrastructure to meet institutional investors’ requirements. The planned integration with regulated market systems is also expected to support the bond’s potential eligibility as collateral in Eurosystem credit operations, which could improve its attractiveness to investors.

The Eurosystem comprises the European Central Bank and the national central banks of the eurozone’s member states. Collateral eligibility can be important for institutional investors because it may allow qualifying securities to support certain central bank credit operations, subject to applicable requirements.

Luxembourg has a population of fewer than 700,000 but serves as a major European financial center and hosts several important financial institutions, including the European Investment Bank. The bank has contributed to the development of blockchain-based debt markets since issuing a euro-denominated digital bond in 2021.

Earlier Digital Debt Issuance Provides a Foundation

The planned benchmark bond follows Luxembourg’s earlier experiments with digital government debt. In June 2025, the State Treasury launched its first series of digital treasury certificates, valued at €50 million.

The short-term government debt instruments had a six-month maturity and were issued through HSBC’s Orion distributed-ledger platform. The earlier transaction provided the government with experience in using blockchain infrastructure for public debt instruments.

The new proposal would significantly expand the scale of that effort. With a target of at least €1 billion, the planned bond would be more than 30 times larger than Slovenia’s €30 million blockchain-based sovereign bond issued in 2024.

Slovenia’s Earlier Blockchain Bond

Slovenia issued its digital bond as part of the European Central Bank’s wholesale central bank money settlement experimentation program. The transaction used wholesale central bank digital currency for settlement through the Banque de France’s DL3S solution, which supports interoperable tokenized cash.

The Slovenian bond had a nominal value of €30 million and a final maturity date of November 25, 2024. The government presented the transaction as an early step toward integrating new technologies into public debt management and improving financial market transparency and efficiency.

Luxembourg’s proposed transaction differs in its emphasis on native issuance. Under this model, the security is created directly on digital infrastructure instead of being issued initially through traditional central securities depositories and converted into digital form afterward.

Blockchain Technology Could Improve Data Integrity

A 32-page investor presentation prepared by Luxembourg’s State Treasury outlines the expected benefits of the proposed transaction. These include allowing investors to access tokenized securities through their existing custodians and international central securities depository services.

The presentation also identifies improved data integrity as a potential advantage, with distributed-ledger technology providing a shared, immutable record of issuance and instrument information that could improve consistency across the securities value chain.

Such systems could reduce discrepancies between records maintained by different market participants. However, the practical benefits will depend on how the digital platform connects with existing custody, settlement and trading infrastructure.

The government has also indicated that it could issue a conventional bond by the end of the year. Combined fundraising from the traditional and blockchain-based transactions could reach as much as €3 billion.

In March 2026, Luxembourg’s State Treasury issued a conventional government bond worth €2.5 billion with a 10-year maturity.

Global Competition in Tokenized Government Debt

Luxembourg’s announcement comes shortly after Hong Kong priced approximately HK$20 billion in digital green bonds, denominated in Hong Kong dollars, renminbi, U.S. dollars and euros. The transaction demonstrated the growing scale of blockchain-based public debt issuance and the increasing interest among governments in tokenized financial instruments.

Luxembourg’s proposed €1 billion bond would build on its earlier digital debt experiments while testing whether native issuance can operate at a scale relevant to institutional investors and established European financial markets.

The initiative reflects a broader effort to assess whether distributed-ledger infrastructure can improve securities issuance, recordkeeping and settlement without abandoning established market safeguards. Its ultimate significance will depend on investor demand, operational performance and the ability to integrate the technology into existing financial systems.
