UNDP Launches Blockchain Group to Advance Public Systems

New Advisory Body Focuses on Scalable and Responsible Adoption

United Nations Development Programme (UNDP)

The United Nations Development Programme has established a new advisory group to examine where blockchain technology can improve public systems and how successful projects can progress beyond limited pilot programs.

Launched in Paris on June 3, the Blockchain Advisory Group brings together 26 organizations from across the blockchain industry. The group is expected to meet twice a year to provide guidance to the UNDP, exchange technical knowledge, and identify opportunities for cooperation among governments, public institutions, and industry participants.

The initiative is intended to help public institutions identify practical blockchain applications and develop projects that can move beyond short-term trials into sustainable, large-scale implementation.

The group’s first meeting focused on digital finance and financial inclusion. Participants reviewed challenges involving fragmented payment networks, limited access to digital identity services, interoperability barriers, and the institutional capabilities required to integrate blockchain technology into existing public infrastructure.

The discussions reflected growing interest in using blockchain for public-sector applications while recognizing that technical capability alone may not be sufficient to ensure long-term adoption. The UNDP identified regulatory certainty, public confidence, sustained institutional support, and the ability to continue operating after individual funding cycles as important conditions for successful implementation.

Focus on Public-Sector Capacity and Responsible Use

Alongside the advisory group, the UNDP and the Exponential Science Foundation have created a Government Blockchain Academy. The program is intended to help government officials understand blockchain technologies, assess whether the technology is suitable for specific public-sector needs, and manage its responsible adoption.

The Government Blockchain Academy is designed to strengthen public-sector expertise by helping officials evaluate blockchain solutions, identify suitable use cases, and oversee implementation responsibly.

The academy could help address a recurring challenge in public-sector blockchain projects: determining whether distributed ledger technology provides measurable advantages over conventional databases or existing digital systems.

The UNDP’s development accelerator has also highlighted several blockchain initiatives that are moving closer to implementation. These include blockchain-based payment services in The Gambia and systems designed to verify plastic recovery activities across Armenia, India, El Salvador, and Zambia.

The projects illustrate the use of blockchain technology in areas beyond cryptocurrency and financial trading. Public-sector applications are increasingly being explored in digital payments, identity systems, supply-chain monitoring, environmental reporting, and the verification of sustainability-related activities.

Future Meetings to Address Governance and Sustainability

Future meetings of the advisory group are expected to examine digital governance, legal identity, financial inclusion, sustainability, climate accountability, and the future of work.

The UNDP has not announced a budget for the advisory group or introduced formal technical standards and specific implementation commitments. The group’s future influence will therefore depend on the recommendations it produces and the extent to which governments and public institutions adopt its findings.

The advisory group could encourage more evidence-based blockchain decisions by assessing whether projects deliver clear benefits, remain operational after pilot funding ends, and generate measurable public value.

Public institutions have frequently tested blockchain solutions without establishing whether the technology performs better than conventional systems or can be sustained after initial trials. The new initiative may provide a framework for evaluating projects more systematically and identifying the conditions required for broader deployment.

However, the effectiveness of the program will depend on measurable results and broad participation. Meaningful involvement from governments, civil society organizations, public-interest specialists, and technical experts may be necessary to ensure that the group’s recommendations address public needs rather than focus primarily on industry priorities.

The UNDP’s initiative represents a structured effort to connect blockchain expertise with public-sector development goals. Its long-term impact will likely be measured by whether the advisory group helps governments develop practical, accountable, and scalable blockchain systems that provide clear advantages to citizens and public institutions.
