Hong Kong has expanded its blockchain-based financial infrastructure by introducing round-the-clock settlement for tokenized bank deposits under Project Ensemble. The initiative allows participating financial institutions to settle transactions using tokenized central bank money beyond conventional banking hours, marking another step toward integrating distributed ledger technology into the city’s financial system.
The Hong Kong Monetary Authority (HKMA) announced the development on November 2, confirming that its upgraded EnsembleTX pilot now supports 24/7 interbank settlement. The expansion is intended to improve the efficiency of transactions involving tokenized deposits, corporate treasury operations and digital financial assets.
The upgraded infrastructure enables participating banks to conduct interbank transactions around the clock using tokenized central bank money, reducing their dependence on traditional banking-hour settlement arrangements.
EnsembleTX Expands to 12 Banks and 20 Industry Participants
The HKMA confirmed that the EnsembleTX pilot has expanded to include 12 participating banks and 20 industry participants. The initiative brings together financial institutions and industry stakeholders to test blockchain-based settlement arrangements and explore practical applications for tokenized money.
Previously, the pilot focused on facilitating interbank transactions through Hong Kong’s Real Time Gross Settlement (RTGS) system. The latest upgrade extends settlement capabilities beyond conventional operating hours, allowing institutions to process transactions throughout the day and night.
The expanded infrastructure is expected to support corporate treasury management and transactions involving tokenized investment products. It also provides a framework for testing real-value transfers between financial institutions using tokenized central bank money.
The HKMA initially introduced EnsembleTX in November 2025 to examine the settlement of tokenized deposits and digital assets. Participating institutions were encouraged to explore applications involving corporate treasury operations and tokenized money market funds.
HKMA Prepares Regulated Stablecoin Settlement Trials
The latest development also forms part of Hong Kong’s broader strategy to establish regulated infrastructure for digital financial assets.
During Hong Kong FinTech Week, HKMA Chief Executive Eddie Yue outlined the regulator’s plans for expanding tokenization initiatives. The authority confirmed that recognized dealers had completed secondary-market transactions involving tokenized Exchange Fund Bills.
These transactions represent an important milestone in testing the application of blockchain technology to traditional financial instruments.
The next stage of the program will focus on settlement involving regulated stablecoins. The HKMA plans to examine how stablecoins can be incorporated into the settlement framework following the completion of the tokenized Exchange Fund Bill transactions. However, the regulator has not announced a specific timeline for introducing the capability.
Separately, HSBC launched its RedCoin stablecoin through PayMe on October 23. The phased rollout is targeting more than 3.3 million users, with an initial focus on retail payment applications.
Solana Integration Expands Hong Kong Dollar Tokenization
Hong Kong’s digital asset initiatives are also extending to public blockchain networks. Solana has partnered with Anchorpoint to integrate HKDAP, a Hong Kong dollar stablecoin, into its blockchain ecosystem.
The integration is expected to support Hong Kong dollar-denominated payments and transactions involving tokenized financial assets. It could also expand the potential applications of regulated digital currencies across blockchain-based financial services.
Earlier this year, Hong Kong’s financial regulator granted stablecoin issuer licenses to Anchorpoint and HSBC, reflecting the city’s efforts to establish a regulated environment for digital currency issuance and payments.
Project Ensemble Strengthens Institutional Collaboration
Major financial institutions participating in Project Ensemble include HSBC, Standard Chartered and Bank of China (Hong Kong), alongside other banking and financial services organizations.
Securities and Futures Commission (SFC) Chief Executive Julia Leung welcomed the development, highlighting the potential of tokenized deposits to improve corporate treasury management and facilitate secondary-market trading of tokenized funds.
The SFC is expected to continue collaborating with the HKMA and financial institutions to develop additional applications for tokenized financial products.
The HKMA has also introduced the tConnect Launchpad in partnership with Cyberport. The platform is designed to bring technology companies, financial institutions and digital asset businesses together to test potential tokenization applications.
With 24/7 settlement now available in the EnsembleTX pilot, Hong Kong is advancing its efforts to connect traditional banking infrastructure with blockchain-based financial markets. The planned stablecoin settlement trials and expanding institutional participation could further strengthen the city’s position as a center for regulated digital asset innovation.
