DCEPS and e-CNY SMART Contract framework aim to cut costs and improve financial coordination

China has introduced two new components of its digital yuan infrastructure, expanding the operational capabilities of its central bank digital currency as transaction volumes continue to grow. The Digital Yuan Operations and Management Center unveiled DCEPS, a central bank payment system, alongside the e-CNY SMART Contract framework.

The new systems are designed to consolidate core digital yuan payment functions, reduce access and liquidity management costs, and provide financial institutions with standardized infrastructure for delivering smart contract services.

The launches come as the digital yuan, also known as e-CNY, records substantial usage across participating regions. Data reported by China’s state news agency Xinhua showed that the network had processed 4.3 billion transactions worth approximately $4.6 trillion as of the end of September 2026.

The new infrastructure is intended to support the continued development of the digital currency ecosystem by bringing payment operations and programmable financial services into a more coordinated framework.

DCEPS combines issuance and payment services

An official from the Digital Currency Research Institute of the People’s Bank of China (PBOC) explained that DCEPS integrates several functions within a single system. These include digital currency issuance management, retail and wholesale payment services, blockchain capabilities, and smart contract functionality.

The consolidation is intended to simplify how participating financial institutions access digital yuan infrastructure and manage liquidity. According to the official, the system could reduce costs associated with accessing the platform and handling liquidity requirements.

DCEPS covers both retail and wholesale financial operations, allowing the infrastructure to serve different types of transactions and institutional needs. Its integration of blockchain and smart contract capabilities with issuance management also brings several operational functions into a common environment.

By combining these components, the system could help reduce fragmentation between digital currency issuance and payment services. However, the reported launch details did not specify the precise cost savings institutions could achieve or provide a timetable for wider implementation.

Smart contract framework introduces common standards

The second initiative, the e-CNY SMART Contract framework, is built around a shared platform and common technical standards. Its purpose is to help financial institutions combine smart contract services and offer them to customers through a more consistent operating structure.

Smart contracts are programs that automatically execute predefined instructions when specified conditions are met. In financial applications, they can support payment automation, transaction settlement, and the controlled distribution of funds.

The framework is intended to address challenges involving high trust costs, weak coordination between participants, and difficulties overseeing how funds are used. Standardized infrastructure could make it easier for institutions to develop compatible services while improving the consistency of their operations.

By establishing common standards for smart contract services, the framework aims to improve coordination among financial institutions and strengthen the management and oversight of digital funds.

The announcement did not detail specific applications, participating institutions, or the range of customer services that will initially use the framework. Its practical impact will depend on how financial institutions integrate the capabilities into their products and operations.

Digital yuan ecosystem expands amid rising transaction volumes

Together, DCEPS and the e-CNY SMART Contract framework address different but complementary parts of China’s central bank digital currency infrastructure. DCEPS focuses on consolidating issuance and payment functions, while the smart contract framework provides a standardized foundation for programmable financial services.

The reported transaction figures indicate that the digital yuan already operates at considerable scale. Processing 4.3 billion transactions worth about $4.6 trillion by the end of September 2026 highlights the importance of maintaining reliable payment infrastructure as adoption expands.

Lower operational costs could encourage financial institutions to develop additional digital yuan services, while standardized smart contracts could support more coordinated financial processes and improved fund oversight.

The two launches represent a further step in China’s effort to develop an integrated digital yuan ecosystem that combines central bank payment infrastructure with programmable financial services.

The longer-term outcome will depend on implementation, institutional adoption, and the ability of the new systems to deliver measurable improvements in efficiency, liquidity management, and financial coordination.
