Blockchain.com Enters Nigeria SEC Crypto Regulatory Sandbox

Blockchain.com has entered Nigeria’s Securities and Exchange Commission regulatory incubation program, giving the cryptocurrency platform a supervised pathway to operate and test eligible services while regulators examine its business model, safeguards and compliance systems.

The company has been admitted to the SEC’s Accelerated Regulatory Incubation Programme, known as ARIP, after meeting the regulator’s initial participation requirements. The program is designed to allow digital asset businesses to operate within defined parameters while remaining subject to regulatory oversight.

Blockchain.com Begins Supervised Operations in Nigeria

Admission to ARIP does not constitute unrestricted approval for Blockchain.com to provide every type of cryptocurrency service in Nigeria. Instead, the company will operate within the program’s specified scope and must continue meeting the SEC’s compliance, testing and operational requirements.

During the incubation period, Blockchain.com will work directly with Nigerian regulators as the SEC evaluates its digital asset business model and the controls supporting its operations.

Blockchain.com’s admission to Nigeria’s ARIP gives the company a regulated environment in which to test eligible digital asset services while the SEC evaluates its operations, investor safeguards and compliance framework.

The SEC established ARIP to supervise virtual asset service providers and fintech businesses as they develop and introduce new financial products. The framework allows regulators to examine emerging business models in a controlled setting before determining how they should be incorporated into longer-term regulatory rules.

The program also addresses areas including investor protection, operational risk management and anti-money laundering requirements. Participating companies are required to comply with conditions imposed by the SEC throughout the incubation process.

Blockchain.com General Manager for Africa Owen Odia described Nigeria as an important digital asset market and indicated that participation in ARIP represented a significant step in the company’s longer-term commitment to the country. He said the controlled regulatory environment would allow Blockchain.com to engage directly with the SEC while developing its Nigerian operations in accordance with applicable requirements.

Nigeria Becomes Part of Broader Regulatory Strategy

The Nigerian development adds to Blockchain.com’s expanding collection of regulatory approvals across international markets.

The company has obtained registration with the UK Financial Conduct Authority and received authorization under the European Union’s Markets in Crypto-Assets framework. It has also secured a Virtual Asset Service Provider license from the Cayman Islands Monetary Authority.

These approvals form part of Blockchain.com’s strategy of operating under formal regulatory regimes rather than relying solely on jurisdictions with limited oversight.

Nigeria is considered an important market for the company’s African expansion, with digital assets already used extensively for activities such as trading, payments and transferring value. ARIP provides Blockchain.com with a structured route for developing its presence while remaining subject to regulatory supervision.

Cayman Islands License Strengthens Global Expansion

Blockchain.com’s Nigerian admission comes alongside developments in the Cayman Islands, where the company recently moved from conditional approval to full licensing under the jurisdiction’s virtual asset regulatory framework.

Through its local subsidiary, Blockchain (Cayman) Limited, the company received a VASP license from the Cayman Islands Monetary Authority after satisfying all applicable conditions by July 22. CIMA had initially granted conditional approval in December 2025, while the company had maintained an earlier VASP registration dating back to May 2022.

The Cayman Islands license allows Blockchain.com to provide approved virtual asset custody services as well as exchanges between virtual assets and fiat currencies and between different forms of convertible virtual assets.

The company provides institutional custody and staking services and also offers staking products to retail customers. The licensing process was supported by law firm Appleby, which had advised Blockchain.com since November 2025.

Blockchain.com is also expanding its physical presence in the Cayman Islands. The company partnered with TechCayman in June and plans to make its first local hire, with the organization providing sponsorship, operational assistance and connections within the territory’s technology sector.

Regulatory Compliance Becomes Key Expansion Strategy

Blockchain.com has linked its Cayman license to the regulatory progress it has made in Europe and the United Kingdom. The company has indicated that stronger regulatory frameworks are important to the long-term development of digital assets and can improve its ability to serve customers across different markets.

The Cayman Islands introduced the second phase of its VASP licensing regime on April 1, 2025. Under the framework, new applicants and existing registered virtual asset providers must obtain licenses to offer custody services or operate virtual asset trading platforms in or from the Cayman Islands.

Blockchain.com’s expansion across Nigeria, the Cayman Islands, the United Kingdom and Europe highlights a broader strategy of combining international growth with formal regulatory approvals and supervised operations.

The Nigerian ARIP admission therefore represents more than an operational expansion. It provides Blockchain.com with an opportunity to develop its services within a regulatory framework while Nigeria continues shaping rules for the rapidly evolving virtual asset industry.
