New council aims to establish governance standards for AI agents with digital wallets

Blockchain Game Alliance (BGA)

The Blockchain Game Alliance (BGA), Deloitte, and Dubai-based free zone DMCC have jointly launched the AI & Agentics Council, a new initiative designed to establish governance standards for AI-powered agents capable of owning digital wallets and conducting financial transactions within blockchain-based gaming ecosystems.

The council, which operates as a dedicated department within the Blockchain Game Alliance, was introduced alongside founding partners Xsolla, SKALE, The Sandbox, and WAM. The initiative is intended to develop industry-wide frameworks covering governed autonomy, human accountability, model-independent infrastructure, and economic systems that enable AI agents to participate alongside human players.

Initiative seeks to address accountability and attract institutional investment into blockchain gaming

The AI & Agentics Council aims to establish governance frameworks for autonomous AI agents that can hold digital wallets, execute financial transactions, and participate in blockchain gaming economies without requiring direct human approval for every action.

According to the founding organizations, the initiative addresses one of the most significant challenges facing the emerging sector: determining responsibility when AI agents independently execute transactions or make financial decisions. The unresolved issue of legal accountability has been viewed as a major obstacle preventing broader institutional participation in blockchain gaming and AI-driven digital economies.

Unlike traditional non-player characters (NPCs), these next-generation AI agents are designed to manage digital assets, make financial decisions, and complete blockchain transactions autonomously. The council intends to define the conditions under which such agents should be permitted to operate independently while clarifying the responsibilities of developers, operators, and other stakeholders.

The Blockchain Game Alliance, which has spent eight years promoting blockchain gaming and now represents approximately 350 members, indicated that the gaming industry has already moved beyond experimental AI applications and entered a stage where autonomous agents are becoming active participants in digital economies. The organization suggested that while major technology companies continue developing AI agents for enterprise applications, blockchain gaming has quietly become an early testing ground for economically active AI systems.

Each founding partner contributes expertise from a different segment of the industry. Deloitte is expected to provide governance, auditing, and assurance capabilities, while Xsolla brings extensive experience in gaming payment infrastructure used by major game publishers. SKALE contributes its gas-free blockchain network designed for large-scale gaming applications, and The Sandbox offers expertise from one of the largest virtual economies in the Web3 sector.

DMCC contributes regulatory and jurisdictional expertise through its specialized innovation hubs. The Dubai government-backed free zone currently operates dedicated AI, Gaming, and Crypto Centers that collectively host hundreds of companies focused on artificial intelligence, gaming, blockchain, and digital assets. Its licensing framework already includes provisions covering autonomous AI agents and related technologies.

Romanian competitive gaming platform WAM, the only founding partner from Romania, stated that it views AI agents not simply as enhanced gaming characters but as independent economic participants capable of engaging with digital markets and in-game financial systems. The company also argued that establishing common standards would reduce uncertainty for developers while encouraging greater institutional participation.

The founding members believe that standardized, interoperable governance rules could significantly reduce barriers for institutional investors and large enterprises by addressing legal uncertainty surrounding autonomous AI agents.

The launch builds upon research previously published by the Blockchain Game Alliance in April through its report on agentic AI in gaming and the emerging digital economy. That study examined the technological infrastructure required for AI agents, payment systems, identity verification, regulatory considerations, and the operational challenges associated with autonomous economic participation.

The report also highlighted several technological trends converging within digital entertainment, including blockchain-based digital ownership, increasingly advanced AI reasoning capabilities, and programmable payment infrastructure. Additionally, it identified the ERC-8004 identity and reputation standard as an important component of the infrastructure supporting trusted AI agent interactions.

By combining governance expertise, blockchain infrastructure, payment technology, and regulatory support, the AI & Agentics Council seeks to accelerate the safe adoption of autonomous AI agents while providing the regulatory clarity needed for broader enterprise and institutional involvement in blockchain gaming.
