Coinbase, Moov Bring Stablecoin Tools to Community Banks

Partnership targets faster payments and digital-asset access

Coinbase is partnering with financial technology provider Moov to give community banks and credit unions access to stablecoin infrastructure as the U.S. Senate prepares to consider legislation that could establish a broader regulatory framework for digital assets.

The partnership is designed to help financial institutions support stablecoin acceptance, settlement, and real-time funding while integrating those capabilities with payment systems they already use. The agreement comes ahead of a preliminary Senate vote on the Clarity Act, a proposed framework covering cryptocurrencies and other digital assets.

Coinbase will provide digital-asset infrastructure while Moov will connect the technology to existing payment systems, giving community financial institutions a way to offer stablecoin services directly to their customers.

The partnership could also help address concerns among smaller banks that digital assets may draw deposits away from traditional financial institutions. The banking sector has opposed certain crypto-related rewards that resemble interest payments, arguing that such products could increase pressure on community banks and credit unions.

Stablecoin services move closer to traditional banking

Moov already serves more than 1,000 community banks and credit unions across the United States, providing access to card issuing and acquiring services as well as real-time payment networks.

Under the new arrangement, stablecoin functionality will be integrated with those existing financial systems. The objective is to allow businesses and consumers to access digital-asset payment capabilities through their primary financial institutions rather than relying on separate crypto-focused services.

Coinbase Vice Chairman and Head of Corporate Affairs Ryan VanGrack said community financial institutions had seen customers using digital assets for years. He indicated that the partnership would provide regulated infrastructure that could be embedded into banks’ existing systems.

Moov co-founder and Chief Executive Wade Arnold said businesses working with community institutions were increasingly being asked to accept stablecoins. He indicated that the partnership was intended to enable those businesses to receive and distribute stablecoin payments through their existing financial relationships.

Arnold also pointed to the potential for continuous funding and payments that would not be restricted by traditional banking schedules, including weekends and holidays.

Citizens Bank of Edmond, an Oklahoma-based community bank and an existing Moov customer, is among the institutions connected to the provider. Its chief executive, Jill Castilla, said the bank’s small-business customers were seeking ways to reduce payment costs and receive funds more quickly.

Clarity Act faces uncertain Senate path

The partnership comes at a critical point for U.S. digital-asset regulation. The Clarity Act is scheduled for a preliminary Senate vote next Tuesday, but its ability to advance remains uncertain.

The legislation requires at least 60 votes to move forward. Democrats have raised concerns about provisions concerning ethics and potential conflicts involving public officials and crypto-related financial interests. Some Republicans, meanwhile, have expressed concerns about how the legislation could affect community banks.

The crypto industry has supported the legislation as a way to establish clearer rules for digital assets, while parts of the banking sector have remained cautious about provisions that could encourage customers to move deposits toward crypto-related products.

The Coinbase-Moov partnership could therefore provide a practical bridge between traditional financial institutions and the expanding stablecoin market, particularly for smaller banks that may lack the technical resources to develop such infrastructure independently.

Community banks positioned for digital payments

Stablecoins are increasingly being explored as a payment and settlement technology because they can facilitate the transfer of digital representations of value across blockchain networks. Integrating those capabilities with established banking and payment infrastructure could allow financial institutions to participate without replacing their existing systems.

For community banks and credit unions, the arrangement could lower the technical barriers to offering stablecoin acceptance and settlement while giving their business customers access to faster digital payment options.

The development also reflects a broader shift in which traditional financial institutions are seeking to participate in digital-asset markets rather than leaving those services exclusively to specialized technology companies.

If U.S. lawmakers advance clearer digital-asset rules, partnerships that combine established financial institutions with blockchain infrastructure providers could become more important. The outcome of the Senate vote will help determine how quickly that market develops and how banks, fintech companies, and stablecoin providers operate within the emerging regulatory framework.
