MoU outlines potential role for NBB in cross-border settlement network

Partior

Partior, a blockchain-based payment and settlement network, has signed a memorandum of understanding (MoU) with the National Bank of Bahrain (NBB) to explore integrating Bahraini dinar settlement into its infrastructure. The agreement establishes a framework for assessing the technical, operational, and regulatory requirements for the proposed arrangement.

The collaboration will examine whether NBB could serve as a settlement bank within Partior’s network, including the operating model and implementation requirements needed to support the initiative. However, the agreement remains at the evaluation stage, and neither organization has announced a timeline for implementation.

The proposed integration aims to assess how Bahraini dinar settlement could be supported through blockchain infrastructure designed to facilitate cross-border payments and transactions between financial institutions.

NBB evaluates digital settlement opportunities

The partnership aligns with NBB’s broader efforts to strengthen its transaction banking capabilities and improve international financial connectivity. By exploring participation in Partior’s network, the Bahraini lender could assess how its domestic market expertise and banking infrastructure might support settlement services within an emerging digital financial system.

Vineet Munot, group head of transaction banking at NBB, indicated that the engagement would allow the bank to evaluate the potential role of its local market capabilities in supporting Bahraini dinar settlement through digital infrastructure.

He explained that NBB would assess the opportunity while accounting for the relevant technical requirements, operational considerations, and regulatory obligations. The bank also intends to determine whether the proposed arrangement could deliver meaningful value for its business and Bahrain’s wider banking and financial services industry.

The evaluation is expected to help establish whether the proposed settlement model can meet the requirements of participating financial institutions while remaining compatible with the applicable regulatory framework.

For NBB, the initiative represents an opportunity to examine how blockchain-based financial infrastructure could complement its existing transaction banking services and potentially expand its capacity to support international payments.

Partior expands its presence in the Gulf region

Partior operates a live, multi-bank blockchain network designed to facilitate cross-border payments and settlement between financial institutions. Its infrastructure is intended to support more streamlined transaction processing and improve coordination among participating banks.

The agreement with NBB also provides Partior with an opportunity to evaluate the potential inclusion of the Bahraini dinar within its settlement capabilities as the company expands its presence across the Gulf Cooperation Council (GCC) region.

Humphrey Valenbreder, chief executive officer of Partior, said the engagement would allow both organizations to examine how Bahraini dinar settlement could be incorporated into the network. He also highlighted the partnership’s relevance to the company’s broader regional expansion efforts.

Valenbreder indicated that the organizations would work together to evaluate a suitable operating model, with an emphasis on supporting efficient and transparent cross-border financial flows.

If implemented, the proposed arrangement could extend Partior’s settlement capabilities to another regional currency and provide participating financial institutions with an additional option for processing international transactions.

Implementation depends on further assessment

The MoU establishes a basis for evaluating the proposed collaboration but does not confirm that Bahraini dinar settlement will become available on Partior’s network. The next steps will depend on the outcome of discussions covering technical integration, operational arrangements, regulatory requirements, and the potential commercial value of the initiative.

The announcement did not disclose financial terms, projected transaction volumes, participating institutions beyond the two organizations, or a target launch date.

The immediate objective is to determine whether NBB can participate as a settlement bank under a workable model that meets the needs of the bank, the network, and the relevant regulatory authorities.

The initiative reflects continued interest among financial institutions in evaluating blockchain infrastructure for cross-border settlement. Its eventual impact will depend on whether the two organizations can translate the initial assessment into an operational arrangement that meets their respective requirements.
