Philippines to Launch AI and Blockchain E-Notarization Platform

NotarioPH Aims to Modernize Legal Document Notarization

The Philippines is set to introduce a new electronic notarization platform that will allow individuals and businesses to complete legally recognized notarizations entirely online. The upcoming service, called NotarioPH, is designed to eliminate the need for in-person visits to law offices by enabling users to verify their identities, meet with notaries through secure video conferencing, digitally sign documents, and receive tamper-resistant electronic certificates from any location.

The platform is being developed by QLegal and is built in accordance with the Supreme Court of the Philippines’ Rules on Electronic Notarization. The initiative represents a significant step toward the digital transformation of legal services by replacing traditional paper-based procedures with an end-to-end electronic workflow.

NotarioPH will enable legally recognized remote notarization by combining AI, blockchain technology, and secure video conferencing within the Supreme Court of the Philippines’ electronic notarization framework.

AI, Blockchain, and Digital Identity Drive the Platform

Unlike conventional notarization, which typically requires physical documents and face-to-face appearances before a notary public, NotarioPH digitizes every stage of the process through a centralized web portal.

The platform incorporates artificial intelligence to automate user onboarding, review submitted documents, and perform biometric liveness verification during identity checks. These capabilities are intended to improve efficiency while helping ensure that individuals participating in remote notarization are properly authenticated.

To strengthen document integrity, the platform utilizes blockchain technology through the DOCONCHAIN and Hyperledger frameworks. These systems create cryptographic records of notarized documents and maintain tamper-resistant electronic notarial registers, providing an auditable history of transactions.

NotarioPH also integrates with the Department of Information and Communications Technology’s National Public Key Infrastructure (DICT PKI), allowing official digital signatures and electronic seals to be authenticated using government-supported digital identity standards.

The remote notarization process is completed through encrypted live video sessions connecting signatories, witnesses, and Electronic Notaries Public. Video recordings of each session are retained to support regulatory compliance and provide an additional verification record.

Partnership Combines Legal and Technology Expertise

The platform has been developed through a strategic collaboration between Gorriceta Africa Cauton & Saavedra, a technology-focused law firm, and Quanby Solutions Inc., a legal technology developer.

Quanby serves as the technology provider and operates as an accredited Electronic Notary Facility Provider authorized by the Office of the Bar Confidant of the Supreme Court of the Philippines. Gorriceta contributes legal expertise by supporting regulatory compliance and advising on the legal framework governing electronic notarization.

According to Gorriceta Chairman and Managing Partner Atty. Mark S. Gorriceta, electronic notarization represents an important milestone in the modernization of legal services. He indicated that the initiative seeks to establish secure digital infrastructure for legal transactions while preserving the level of public confidence traditionally associated with physical notarization.

Quanby Solutions Chief Executive Officer Maria Crisma Maxwell stated that the platform’s accreditation by the Supreme Court demonstrates compliance with regulatory requirements. She added that the partnership combines accredited digital infrastructure with specialized legal expertise to advance the development of electronic notarization in the Philippines.

The collaboration between Gorriceta and Quanby Solutions combines accredited legal technology with regulatory expertise to deliver a secure electronic notarization platform approved under the country’s legal framework.

Reducing Barriers for Individuals and Businesses

Electronic notarization is expected to address one of the remaining paper-based processes in the country’s expanding digital economy. While sectors such as online banking, digital payments, electronic signatures, and e-commerce have increasingly adopted digital technologies, notarization has largely continued to require physical appearances and printed documentation.

By incorporating blockchain-backed verification within a Supreme Court-approved framework, NotarioPH is designed to preserve the legal authority of human notaries while removing geographic limitations. This is expected to provide significant benefits for overseas Filipino workers, international businesses, and individuals who previously depended on courier services, consular appointments, or lengthy document delivery times to complete notarization requirements.

The platform is expected to streamline legal transactions by eliminating physical travel and paper-based procedures while maintaining compliance, document integrity, and the legal authority of licensed notaries.

The introduction of NotarioPH reflects the Philippines’ broader effort to modernize legal and digital infrastructure through emerging technologies. If widely adopted, the platform could simplify access to notarization services for domestic and international users while supporting secure, compliant, and fully digital legal transactions.
