Tether, the issuer of the world’s largest stablecoin, is pursuing a dual-blockchain strategy to reduce its dependence on third-party networks and reclaim billions of dollars in transaction-related fees currently flowing to external blockchains. The initiative centers on two separate blockchain projects—Plasma and Stable—each designed to strengthen the USDT ecosystem while addressing different market segments.
The strategy comes as Tether continues to rely heavily on blockchains it does not control, particularly Ethereum and Tron, to facilitate USDT transactions. Industry estimates indicate that this reliance results in approximately $2.9 billion in annual fee outflows, creating a strong financial incentive for the company to encourage activity on blockchain networks more closely aligned with its own ecosystem.

Stable, by contrast, is designed primarily for enterprise adoption. Rather than relying on a separate native token, the network uses USDT itself as the transaction fee, or gas, currency. This approach is intended to simplify blockchain operations for businesses by eliminating the need to acquire and manage an additional token solely for network fees.
By supporting both platforms simultaneously, Tether is pursuing a diversified strategy that addresses multiple segments of the digital asset market. The company is seeking to improve the user experience while creating additional incentives for developers, enterprises, and financial institutions to conduct USDT transactions on networks aligned with its long-term business objectives.
Reducing Dependence on Tron and Ethereum
A central objective of the strategy is to reduce Tether’s reliance on Tron, which currently hosts approximately 45% of the circulating USDT supply and has become the dominant blockchain for cross-border remittance activity involving the stablecoin. Ethereum also remains one of the largest networks supporting USDT transactions.
Plasma targets decentralized finance applications, while Stable is focused on enterprise users by enabling USDT itself to function as the network’s gas token, reducing operational complexity for businesses.
If either blockchain succeeds in attracting a substantial share of USDT activity from Tron or Ethereum, Tether could retain a larger portion of transaction-related revenue while gaining greater influence over the infrastructure supporting its stablecoin ecosystem.
The approach also provides flexibility by allowing the company to support both decentralized finance applications and enterprise payment solutions without depending exclusively on a single blockchain architecture.
Regulatory Environment May Influence Adoption
The long-term success of Plasma and Stable is expected to depend not only on technological capabilities but also on the evolving regulatory landscape. Regulatory developments in the United States could influence how enterprises, financial institutions, and digital asset service providers adopt stablecoin infrastructure over the coming years.
Market observers suggest that the blockchain capable of attracting the largest migration of USDT liquidity from existing networks such as Tron and Ethereum is likely to emerge as the primary beneficiary of Tether’s strategy. Greater USDT circulation on either network could increase transaction activity, improve ecosystem growth, and strengthen Tether’s control over the economics of its stablecoin operations.
The long-term objective is to shift significant USDT activity away from third-party blockchains, allowing Tether to retain more transaction revenue while strengthening its own blockchain infrastructure and reducing dependence on external networks.
