UNDP and DFINITY Explore Sovereign Cloud and Decentralized AI

Partnership Targets Public-Sector Digital Transformation

United Nations Development Programme (UNDP)

The United Nations Development Programme and the DFINITY Foundation have entered a partnership to explore sovereign cloud infrastructure and decentralized artificial intelligence for public-sector and development initiatives, according to an announcement. The collaboration will examine how emerging technologies can support digital transformation across governments, civil society organizations and UNDP programs.

The UNDP is a United Nations agency that works on sustainable development, governance and public-sector capacity building. The DFINITY Foundation develops decentralized cloud and blockchain infrastructure designed to support applications without relying solely on conventional centralized technology providers.

The partnership is expected to focus on practical applications rather than technology development alone, with participating organizations testing infrastructure and software in development-related environments.

The initiative will allow UNDP offices, governments and civil society organizations to test sovereign cloud and decentralized AI technologies for projects shaped by local development priorities.

Three Programs to Drive Technology Pilots

The collaboration will operate through three main programs, each targeting a different group of potential users.

Under the Sustainable Development Goals Blockchain Accelerator, UNDP Country Offices will explore sovereign cloud infrastructure, AI software development, and decentralized AI applications for development projects. The program is intended to provide country-level teams with opportunities to evaluate whether these technologies can address operational and digital infrastructure requirements.

The Future of Work Academy will focus on civil society organizations. Through the program, participating organizations will receive support to develop and test applications using the technologies available through the partnership. The effort is expected to examine how decentralized infrastructure can expand the ability of organizations to develop and maintain digital tools.

The Government Blockchain Academy will work with governments and public institutions to develop pilot frameworks based on local and national priorities. The program will provide an avenue for public-sector organizations to assess potential blockchain and decentralized technology applications within their own operating environments.

Focus on Sovereign Infrastructure and Data Protection

The projects will use DFINITY’s Cloud Engines and Caffeine AI platform as part of the technology infrastructure. These tools are intended to help participating organizations create and maintain applications in digital environments where greater control over infrastructure and data can be maintained.

Sovereign cloud infrastructure has gained attention among governments and public institutions seeking greater control over where sensitive information is stored, how it is processed, and which entities can access it. Such systems can be particularly relevant for public-sector applications involving government records, development programs and other information subject to local requirements.

The partnership will therefore examine whether decentralized infrastructure can provide practical benefits in areas such as data protection, operational resilience and technical independence.

The partners will study whether decentralized cloud and AI infrastructure can improve protection of sensitive information while strengthening digital resilience and local technology capabilities.

The initiative also reflects growing interest in decentralized artificial intelligence as organizations seek alternatives to highly centralized technology architectures. By distributing parts of application infrastructure and governance, decentralized systems may offer organizations greater control over how digital services are deployed and maintained.

Building Local Technical Capacity

Beyond deploying technology, the partnership is expected to place emphasis on developing local expertise. Participating UNDP offices, civil society organizations and public institutions will have opportunities to build experience with decentralized cloud systems, AI development and blockchain-based applications.

This approach could help organizations evaluate emerging technologies against practical development needs instead of adopting systems solely on the basis of technical capabilities. Local testing may also identify regulatory, infrastructure and skills-related challenges that need to be addressed before broader deployment.

The partnership will ultimately assess how decentralized infrastructure can support public-sector digital transformation while addressing concerns around governance, security and local control.

As per the announcement, the projects are intended to generate practical experience that can inform future digital initiatives across governments and development organizations. The results of these pilots could help determine where sovereign cloud and decentralized AI provide measurable advantages for public-sector users and development programs.

The collaboration combines UNDP‘s development and public-sector reach with DFINITY‘s decentralized infrastructure in an effort to test technology solutions under real-world government and development conditions.
