China Unveils 19-Measure Plan to Expand Blockchain Infrastructure

China has introduced a 19-measure policy to expand nationwide blockchain and computing infrastructure, advancing efforts to integrate the technology into manufacturing, banking, and data-sharing systems, according to a report by state news agency Xinhua.

The initiative reflects China’s broader strategy to incorporate blockchain into its digital economy, extending its potential applications beyond cryptocurrency trading and digital asset markets. The proposed framework also addresses data ownership and cross-border information transfers, highlighting the growing importance of data governance in the country’s technology development agenda.

The policy aims to strengthen blockchain infrastructure and computing capabilities nationwide while promoting the technology’s integration into the real economy.

China Targets Industrial and Financial Blockchain Applications

The proposed National Blockchain Network is intended to support a wider range of economic activities by providing infrastructure for businesses, financial institutions, and organizations that exchange information. The initiative places blockchain within a broader national digital infrastructure strategy rather than treating it primarily as a technology associated with cryptocurrencies.

In manufacturing, blockchain systems can help businesses record and verify supply chain information, track transactions between suppliers and manufacturers, and maintain shared records across industrial networks. Such applications could improve information transparency and help participating organizations verify the origin and movement of goods.

In banking, blockchain infrastructure could support the recording and exchange of transaction-related information among participating institutions. Shared digital records may also help streamline reconciliation processes and improve the traceability of financial activities, depending on how individual systems are designed and implemented.
