Partnership Explores Tokenization, Instant Settlement, and Investor Education

Kenya’s Nairobi Securities Exchange (NSE) has signed a Memorandum of Understanding (MoU) with stablecoin issuer Tether to explore the adoption of blockchain technology across the country’s capital markets. The agreement, signed on July 28, 2026, outlines a collaborative framework focused on digital asset education, tokenization, blockchain-based market infrastructure, and financial innovation, as the exchange seeks to modernize its operations and expand investor participation.

Hadron Platform to Support Fractional Securities and Digital Asset Innovation

The partnership is intended to evaluate how distributed ledger technology (DLT) can improve the efficiency, accessibility, and transparency of securities markets in Kenya. The initiative also reflects the NSE’s broader digital transformation strategy, building on earlier efforts to examine digital asset exchange-traded products, participate in blockchain governance initiatives, and establish an innovation laboratory dedicated to emerging financial technologies.

The Memorandum of Understanding establishes a framework for Tether and the Nairobi Securities Exchange to explore blockchain-powered capital markets through digital asset education, real-world asset tokenization, instant settlement mechanisms, and regulatory-compliant market infrastructure.

One of the central elements of the agreement is the expansion of investor education. Tether and the NSE plan to organize training sessions, workshops, and structured knowledge-sharing programs aimed at listed brokers, financial professionals, and retail investors. The objective is to strengthen understanding of blockchain technology and digital assets while encouraging broader participation in Kenya’s capital markets.

The initiative also seeks to develop blockchain-based infrastructure capable of supporting the tokenization of traditional financial instruments. Through Tether’s Hadron platform, the partners will examine opportunities to tokenize securities and other real-world assets, enabling financial products to exist as digital tokens on a blockchain. Such an approach is expected to improve operational efficiency while creating new investment opportunities.

A key feature of the Hadron platform is its ability to facilitate fractional ownership of securities. By allowing investors to purchase smaller portions of financial assets, the platform could lower investment barriers for both domestic participants and Kenya’s global diaspora. Fractionalization may also broaden market accessibility by reducing minimum investment thresholds that have traditionally limited participation.

The collaboration will assess the deployment of Tether’s Hadron platform to enable fractionalized access to securities, explore real-world asset tokenization, and develop blockchain-based settlement infrastructure designed to shorten transaction processing times.

Another significant component of the agreement focuses on improving post-trade processes. The organizations will explore instant and atomic settlement mechanisms using distributed ledger technology, replacing conventional multi-stage settlement procedures with blockchain-enabled transaction finality. Faster settlement could reduce counterparty risk, improve capital efficiency, and accelerate the movement of funds across financial markets.

The MoU also addresses regulatory compliance. Tether and the NSE intend to design onboarding processes tailored specifically to Kenya’s legal framework, ensuring that Anti-Money Laundering (AML) and Know Your Customer (KYC) requirements are integrated into digital asset services. These compliance procedures are expected to support secure market participation while aligning blockchain applications with existing financial regulations.

In addition, the parties will evaluate the potential use of USD₮ as a digital settlement layer where permitted under applicable regulations. According to the agreement, stablecoin integration will be assessed as a possible mechanism for improving liquidity and supporting more efficient settlement, although any implementation would depend on the evolving regulatory environment governing digital assets in Kenya.

The Nairobi Securities Exchange currently represents one of Africa’s leading financial marketplaces, with an estimated market capitalization of approximately $26.4 billion. The exchange provides trading services for equities, debt instruments, and derivatives, serving both domestic investors and a substantial international Kenyan diaspora.

The agreement also includes the evaluation of USD₮ as a potential settlement layer and the development of AML- and KYC-compliant onboarding processes tailored to Kenya’s regulatory environment, laying the groundwork for future blockchain-based financial services.

Although the Memorandum of Understanding does not establish implementation timelines or binding deployment commitments, it creates a strategic framework for evaluating blockchain integration across multiple areas of capital market infrastructure. If future pilot programs progress successfully, the collaboration could position the Nairobi Securities Exchange among the first major African exchanges to incorporate tokenized securities and blockchain-enabled settlement into regulated financial markets, potentially accelerating the adoption of digital asset technologies across the region.
