Zain Omantel International, or ZOI, has signed a memorandum of understanding with India-based Tata Communications to explore the development of a next-generation platform for managing international mobile roaming services.
The proposed platform is expected to combine blockchain technology, intelligent automation, and data-driven capabilities to modernize processes that support roaming agreements between telecommunications operators. The companies will assess whether the technology can simplify complex operational activities while creating more transparent and tamper-resistant records of commercial transactions.
ZOI and Tata Communications will explore a blockchain-enabled roaming platform designed to automate key processes, improve transparency, and strengthen trust between mobile network operators.
International roaming remains an important service for consumers and businesses that depend on voice, messaging, and mobile data while traveling or operating across national borders. However, the underlying arrangements between telecommunications providers involve multiple operational stages, commercial agreements, and financial processes that can require extensive coordination.
The partnership will examine the use of blockchain across the full roaming lifecycle. Areas under review include partner management, commercial agreements, reconciliation, settlement, and dispute resolution. The companies aim to determine whether distributed ledger technology can improve the accuracy and visibility of records while reducing administrative complexity.
The proposed system would use automation to handle selected operational tasks and blockchain to establish a shared and tamper-resistant record of commercial activity. Such an approach could provide participating operators with greater visibility into transactions and help reduce delays caused by manual procedures or differences between internal records.
Global Networks Could Support Wider Adoption
ZOI operates an extensive international roaming network that supports nearly 700 mobile networks across more than 200 countries. The company carries more than 10 billion international voice minutes each year, giving it a significant role in the global roaming ecosystem.
Tata Communications works with more than 600 mobile network operators through its international communications infrastructure. Its network connects approximately four out of every five mobile subscribers worldwide, providing the company with broad access to telecommunications providers and global mobility services.
The scale of the two companies’ operations could help the proposed platform gain wider industry relevance if the initiative advances beyond the evaluation stage. A shared technology framework could potentially support more consistent processes across operators while reducing the need for separate systems and manual coordination.
The initiative will assess blockchain applications across partner management, agreements, reconciliation, settlement, and dispute resolution throughout the international roaming lifecycle.
ZOI’s chief executive indicated that voice, messaging, and data roaming services remained essential for individuals and organizations operating internationally. The executive said the collaboration was intended to develop smarter infrastructure and simpler operating models that could improve roaming processes and strengthen the customer experience.
The project is aligned with ZOI’s broader strategy of simplifying international telecommunications through partnerships, advanced digital infrastructure, and customer-focused innovation.
Automation May Improve Settlement and Operator Collaboration
For Tata Communications, the agreement supports its efforts to help telecommunications service providers modernize global mobility services and improve operational efficiency.
The company’s executive vice president for Interaction Fabric indicated that mobile operators were increasingly seeking faster settlement cycles, greater operational efficiency, and improved roaming experiences for customers. The executive said the telecommunications sector had an opportunity to reconsider how roaming relationships were managed by adopting intelligent automation and blockchain technology.
The collaboration is expected to examine whether a unified platform could reduce operational complexity, improve coordination among operators, and generate additional value across international roaming networks.
By combining machine-led automation with blockchain-based commercial records, the proposed platform could accelerate operational workflows and improve the reliability of settlement and reconciliation processes.
The initiative remains at the exploratory stage, and the companies have not announced a timeline for deployment or provided details regarding commercial implementation. Its progress will likely depend on technical testing, interoperability requirements, regulatory considerations, and the willingness of mobile operators to adopt shared digital infrastructure.
