Baguio City has announced the launch of a pilot project called GoodGovChain, a blockchain-enabled governance platform built on BayaniChain’s Digital Public Asset (DPA) Framework. The initiative was unveiled alongside Mayor Benjamin Magalong’s ongoing campaign to strengthen good governance at the local level. The local government unit confirmed that the mayor led the signing of a memorandum of agreement with BayaniChain Tech Inc., a Filipino-rooted blockchain company responsible for several other blockchain integration projects in the Philippines.
City officials emphasized that one of the fundamental aspects of governance is transparency, and the new system was introduced to address that need. The mayor noted that blockchain would make it possible for government transactions, financial dealings, and infrastructure projects to be carried out in a transparent manner. He further explained that ensuring the security of documents and transactions was vital, and that only by placing records on blockchain could the city truly achieve open data before making it publicly accessible.
Designed for nationwide use
GoodGovChain records budgets, procurement details, and infrastructure projects on a hybrid public-private blockchain. The system is designed to promote transparency by ensuring that transactions are immutable and auditable. BayaniChain representatives explained that the platform is technically equipped for scalability across the country. Citizens will be able to view verified records through a user-friendly dashboard, while the system also guarantees the protection of sensitive information.
Company executives described the framework as a major advancement in government systems, noting that it could be replicated across both local and national agencies. They viewed the initiative as particularly timely, given heightened public demand for accountability. BayaniChain’s CEO Paul Soliman also described the milestone as a step toward championing transparency and accountability not only across the Philippines but potentially throughout Southeast Asia.

Treating public data as digital assets
The GoodGovChain platform is built on the Prismo Protocol and powered by Lumen BaaS, offering governments and enterprises scalable infrastructure to secure records while allowing citizen access. The DPA Framework treats public records, ranging from budgets to permits, as immutable and auditable digital assets.
BayaniChain’s leadership explained that the technology provides governments with the confidence to open their data to the public without fear of manipulation or hacking. They suggested that the system would demonstrate leadership by example and could eventually be adopted by other mayors and government officials who promote good governance practices.
Previous government collaborations
This development is not BayaniChain’s first government partnership. The company is also behind the Department of Budget and Management’s Blockchain System, a platform that secures Special Allotment Release Orders and Notices of Cash Allocation, both critical to the national budget disbursement process. That initiative was earlier recognized by Senator Bam Aquino during discussions on using blockchain for budget transparency at the national level.
Baguio City’s pilot of GoodGovChain marks a significant step in adopting blockchain for local governance. If successful, it could provide a model for other municipalities in the Philippines and beyond, blending technology with public accountability to foster citizen trust in government processes.
